Application
This unit of competency specifies the outcomes required to rehabilitate a landfill site. The unit covers reviewing site development plans to identify rehabilitation requirements and organising required plant, equipment, materials and personnel. The unit also covers recontouring the area; constructing soil profiles, drains and berms; and using gardening methods to plant flora according to rehabilitation plans.
The unit supports those who work in lead roles in a waste management team.
No licensing, legislative, regulatory, or certification requirements apply to this unit of competency at the time of endorsement.
Elements and Performance Criteria
Elements describe the essential outcomes. | Performance criteria describe the performance needed to demonstrate achievement of the element. Where bold italicised text is used, further information is detailed in the range of conditions.
1. | Organise site rehabilitation. | 1.1. | Environmental management and site development plans are reviewed to identify rehabilitation requirements. |
1.2. | Hazards and risks are identified and managed, or reported according to organisational and compliance requirements.
1.3. | Supervisory processes, checks and measures are implemented to ensure work is completed within time available.
1.4. | Required plant, equipment, tools and materials are identified and accessed according to organisational requirements.
1.5. | Safety barriers and signage are erected at work site to ensure safety of surrounding personnel and public, according to organisational requirements and compliance requirements.
2. | Recontour rehabilitation area. | 2.1. | Area is recontoured so that it blends into surrounding environment or conforms to rehabilitation plan according to organisational and compliance requirements. |
2.2. | Dust is minimised using approved earthmoving techniques according to organisational and compliance requirements.
2.3. | Final landform is checked to ensure it replicates surrounding environment and conforms to rehabilitation requirements.
2.4. | Catchment construction is determined by site and weather conditions according to rehabilitation requirements.
3. | Profile soil. | 3.1. | Soil profile is constructed to stabilise contamination of materials, soil and surrounding areas according to rehabilitation requirements. |
3.2. | Materials for sub-soil are selected and used, taking vegetation requirements into account according to rehabilitation requirements
3.3. | Construction of soil profile horizon is checked to ensure it emulates surrounding environment and conforms to rehabilitation requirements.
3.4. | Landform construction is checked for completion prior to final soil layer placement according to rehabilitation requirements.
3.5. | Soil horizon construction is checked to ensure it follows land contour to reduce water flow down slope and increase water storage capabilities.
3.6. | Nutrients are added to soil according to rehabilitation plan and compliance requirements.
4. | Construct drains and berms. | 4.1. | Drain and berm locations are pegged and constructed in appropriate locations and angles to ensure control of water flow, according to rehabilitation requirements. |
4.2. | Drain mechanisms are placed at required dimensions and appropriate catchment locations are provided for sediment according to rehabilitation requirements.
4.3. | Erosion is controlled by placing appropriate drain mechanisms to reduce water flow speed according to rehabilitation requirements.
4.4. | Erosion is reduced by placing berms at intervals according to rehabilitation requirements.
5. | Plant flora. | 5.1. | Seeds, ground covering, plants and trees are planted, protected and maintained according to planting specifications. |
5.2. | Fertiliser is applied according to plant type, soil quality, manufacturer specifications and rehabilitation requirements.
5.3. | Planting arrangement is checked to ensure it conforms to site contour and pattern specification according to rehabilitation requirements.
6. | Finalise rehabilitation activities. | 6.1. | Landfill site rehabilitation activities are recorded according to organisational and compliance requirements. |
Evidence of Performance
A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.
The person must also implement two landfill rehabilitation plans.
For each plan, the person must:
identify rehabilitation work requirements, including:
work site specifications and timeframes
potential hazards and risks
required supervisory processes and checks
plant, equipment, tools and materials required for work
commence, monitor and direct the landfill rehabilitation work to comply with rehabilitation plan, organisational and legal and regulatory requirements
recontour the rehabilitation area so that it blends into the surrounding environment and dust is minimised and the catchment construction is appropriate for the site
profile soil to stabilise contamination and ensure it follows contours which reduce water flow down the slope and increase water storage capabilities
construct drains and berms which control and reduce erosion
plant flora using gardening methods in an arrangement that conforms to the contour of the site and pattern specifications as detailed in the rehabilitation plan.
Evidence of Knowledge
A person demonstrating competency in this unit must demonstrate knowledge of:
environmental issues relating to:
life cycle of products: reduce, reuse and recycle
environmental regulations
renewable energy
gardening methods, including:
flora, soil and nutrient requirements
draining methods
seed and plant varieties
seed and plant planting methods
watering principles
soil dynamics
fertiliser characteristics and application methods
methods for interpreting ground conditions for:
dumping techniques
pushing techniques
mixing and applying fertiliser
planting seedlings by machine and hand
