Application
This unit specifies the skills and knowledge required to carry out policing operations within a Defence environment. It includes exhibiting ethical standards and dealing with ethical problems. Persons undertaking this unit must possess and be able to apply a sound understanding of Defence and individual service ethics, values and principles. The ethical framework is particularly important under operational conditions where normal social values and norms can become clouded and obscured by operational priorities. The effectiveness of persons working in this field will be determined, in large, by their application and adherence to the ethical framework, principles and values under which they operate. The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to. In this situation, the person must be capable of displaying sound judgement in circumstances where professional and ethical ambiguities arise, or when there are conflicts of interest (such as the interests of service police, unit, service and/or wider community). This work is normally undertaken while working with an associate, but also includes the ability to work individually and independently when carrying out policing operations. No licensing, legislative or certification requirements apply to this unit at the time of publication. |

Evidence of Performance
Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria with at least two ethical problems should be posed requiring a response or action that can be assessed and include: adjusting communication methods to suit relevant stakeholders applying objectivity/impartiality of judgement when dealing with ethical issues applying processes correctly for resolving or referring ethical problems, including conflict of interest dealing correctly with ethical problems, unethical conduct and conflicts of interest encouraging team members evaluating and assessing conflicting requirements exhibiting ethical standards and behaviours following instructions and directives identifying unethical conduct and conflicts of interest identifying, interpreting and analysing requirements relevant to values and principles of Defence police making ethical decisions participating as part of a team reading and applying relevant legislation, regulatory standards, and organisation plans, policies and procedures reading complex and formal documents such as codes of ethics and applying them to work practices. |
Evidence of Knowledge
Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of: Defence and individual service codes of ethics ethical problems that may need to be referred to a relevant authority rather than resolved fundamental ethical principles such as justice, respect for persons and responsible care models of ethical decisionmaking natural justice/procedural fairness nature of ethics and ethical values organisational policies and procedures for reporting fraud, corruption, mal-administration, breeches of ethics and conflicts of interest relevant principles, standards, and organisational policy and guidelines resolving ethical problems must include one or more of the following: accessing relevant industry standards and other information withdrawing from a situation using models of ethical decision-making reflection, discussion, seeking clarification from others reporting breaches of ethical conduct techniques for supporting team members unethical conduct verbal and non-verbal communication techniques. |
Assessment Conditions
As a minimum, assessors must satisfy applicable regulatory requirements, which include requirements in the Standards for Registered Training Organisations current at the time of assessment. Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions. Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate. Resources for assessment must include access to: a range of relevant exercises, case studies and/or other simulations relevant and appropriate materials, tools, equipment and personal protective equipment currently used in industry applicable documentation including organisational procedures, regulations, codes of practice and operation manuals. |
