Application
This unit describes the skills and knowledge required to provide an enterprise analysis and determine the possible information and communications technology (ICT) solutions available for a given initiative or for long-term planning.
It applies to individuals who combine high-level management, business and technical skills necessary to manage complex analysis efforts within the ICT industry.
No licensing, legislative or certification requirements apply to this unit at the time of publication.
Elements and Performance Criteria
ELEMENT | PERFORMANCE CRITERIA |
Elements describe the essential outcomes. | Performance criteria describe the performance needed to demonstrate achievement of the element. |
1. Define business need | 1.1 Analyse business goals and objectives, and link to measures to allow objective assessment of achievement 1.2 Investigate issues to determine the business problem or opportunity 1.3 Identify possible ICT solutions to the business problem 1.4 Determine desired outcomes to enable evaluation of proposed solutions |
2. Assess capability gaps | 2.1 Determine current capabilities of the enterprise and relate to the desired objectives 2.2 Identify new capabilities required to achieve the desired future state and assess gaps 2.3 Test assumptions to facilitate appropriate decision making |
3. Determine solution approach | 3.1 Generate potential ICT options to meet the business objectives 3.2 Generate valid assumptions and recognise constraints that may affect the choice of solutions 3.3 Assess and rank solution approaches to facilitate selection |
4. Define solution scope | 4.1 Define solution scope in terms of the major features or functions to be included 4.2 Explain the implementation approach in terms of how the chosen solution will deliver the solution scope 4.3 Delineate major business and technical dependencies |
5. Define business case | 5.1 Identify benefits of the recommended solution in terms of both qualitative and quantitative gains to the enterprise 5.2 Estimate the total net cost of the solution 5.3 Perform initial risk assessment 5.4 Agree how identified costs and benefits will be assessed and evaluated |
Evidence of Performance
Evidence of the ability to:
examine in detail a business situation and document a comprehensive business case for a proposed solution that addresses:
business need
required capabilities
solution scope
risk assessment
cost estimates
most feasible approach.
Note: If a specific volume or frequency is not stated, then evidence must be provided at least once.
Evidence of Knowledge
To complete the unit requirements safely and effectively, the individual must:
describe the business analysis processes, procedures and techniques
discuss market trends and best practices to assist in identifying business opportunities
explain technology and technology solution patterns.
Assessment Conditions
Gather evidence to demonstrate consistent performance in conditions that are safe and replicate the workplace. Noise levels, production flow, interruptions and time variances must be typical of those experienced in the systems analysis and design field of work, and include access to:
appropriate policies
current business analysis practices and tools
legislation
reports and plans prepared for projects.
Assessors must satisfy NVR/AQTF assessor requirements.
Foundation Skills
This section describes language, literacy, numeracy and employment skills incorporated in the performance criteria that are required for competent performance.
Skill | Performance Criteria | Description |
Reading | 1.1-1.3, 2.1-2.3, 3.3, 4.3 | Critically analyses complex documentation from a variety of sources and consolidates information relating to specific criteria to determine requirements |
Writing | 1.1-1.4, 2.1-2.3, 3.1-3.3, 4.1-4.3, 5.1-5.4 | Writes, edits and proofreads documents to ensure clarity of meaning, and accuracy and consistency of information Prepares documentation that expresses ideas, explores complex issues and is constructed logically, succinctly and accurately |
Numeracy | 5.1-5.3 | Uses highly developed numeracy skills to interpret complex financial information and perform calculations to make estimates of costs |
Navigate the world of work | 1.1, 2.1, 4.1, 4.2 | Works autonomously, making high-level decisions to achieve and improve organisational goals Takes a lead role in the development of organisational goals, roles and responsibilities Develops and implements strategies that ensure organisational policies, procedures and regulatory requirements are met |
Interact with others | 5.4 | Selects, implements and manipulates communications systems, processes and practices for maximum impact |
Get the work done | 1.2-1.4, 2.1-2.3, 3.1-3.3, 4.2, 4.3, 5.1, 5.3, 5.4 | Plans strategic priorities and outcomes within a flexible, efficient and effective context, in a diverse environment exposed to competing demands Gathers and analyses data, and seeks feedback to improve plans and processes Identifies key factors that impact on decisions and their outcomes, drawing on experience, competing priorities, and decision making strategies where appropriate Explores and incubates new and innovative ideas through unconstrained analysis and critical thinking to develop and improve the organisation’s goals |
