Application
This unit of competency describes the outcomes required to identify, monitor and report on environmental discharges/emissions in a pulp or paper manufacturing facility.
The unit applies to production support operators who identify and monitor environmental discharges/emissions. This typically involves working in a facility with complex integrated equipment and continuous operations.
Licensing, legislative, regulatory, or certification requirements apply to this unit in some states and territories at the time of publication and may differ according to jurisdiction.
Elements and Performance Criteria
ELEMENTS | PERFORMANCE CRITERIA |
Elements describe the essential outcomes. | Performance criteria describe the performance needed to demonstrate achievement of the element. Where bold italicised text is used, further information is detailed in the range of conditions. |
1. Monitor environmental discharges and/or emissions | 1.1. Identify and clarify work role responsibilities, consistent with regulatory, licensing and certification requirements, procedures, environmental/discharges and emissions, 1.2. Recognise discharge/emission levels and consequences of exceeding allowable discharge/emission levels 1.3. Monitor and measure discharge/emission levels using equipment. 1.4. Keep discharges and emissions within targeted limits. 1.5. Remove waste from site, where appropriate. |
2. Respond to abnormal environmental discharges and/or emissions. | 2.1. Report abnormal discharges and emissions to appropriate personnel. 2.2. Apply containment procedures. 2.3. Complete logs, incident and other relevant reports. |
Evidence of Performance
A person demonstrating competency in this unit must satisfy all of the elements, performance criteria and foundation skills of this unit, and must be able to provide evidence that they can:
identify and monitor environmental discharges/emissions, at least twice in line with required enterprise intervals, by :
applying policy and regulations related to work health and safety (WHS) environmental sustainability practices and standard operating procedures (SOP) to work practices
identifying unacceptable environmental discharges, within level of responsibility
using monitoring equipment to detect discharges and emissions
monitoring of all physical sensors and/or instrumentation and complying with licensing requirements
preventing and minimising environmental and other risks and maximising opportunities including usage of alternative forms of energy and renewable resources, where appropriate
engage and communicate in the workplace to ensure clarification of sustainability approaches in work requirements.
Evidence of Knowledge
A person competent in this unit must be able to demonstrate knowledge of:
key requirements outlined in workplace documentation and procedures, relevant to emissions and discharges covering:
company policy related to environmental monitoring and control
key environmental consequences of unacceptable discharges and internal environmental control standards
plant manufacturing and plant isolation procedures
enterprise policies and procedures
oil or chemical spills and disposal guidelines
safe work documentation
HAZCHEM and dangerous goods procedures and handling practices
external licensing requirements (for example, Environment Protection Authority [EPA], water authorities, local councils)
standard operating procedures (SOP), quality requirements and housekeeping
guidelines to use monitoring equipment including:
containment equipment
monitoring equipment
computer systems
electronic screens and alarms
process control systems
analogue and digital instrumentation
workplace practices, relevant to own job role, that aid in the achievement of workplace containment of emissions
relevant environmental and resource efficiency systems and procedures, for own work area
principles, practices and available tools and techniques of sustainability management relevant to the pulp and paper industry.
Assessment Conditions
The following resources must be made available:
fully automated, semi-automated, manually operated plant and equipment involved in identifying and monitoring environmental discharges/emissions in a pulp or paper manufacturing facility
test and diagnostic equipment for monitoring discharges and emissions
relevant personnel for the purposes of communicating information
personal protective equipment required for identifying and monitoring environmental discharges/emissions
template documents required for monitoring discharges and emissions.
Competency is to be assessed in the workplace or in a productive environment that accurately reflects performance in a workplace.
Assessor requirements
Assessors must:
hold the appropriate assessor competency standards as outlined in regulations; and
be able to demonstrate vocational competencies at least to the level being assessed; and
be able to demonstrate how they are continuing to develop their VET knowledge and skills as well as maintaining their industry currency and assessor competence.
Foundation Skills
This section describes those core and employment skills that are essential to performance and are not explicit in the performance criteria. | |
Numeracy skills to: | interpret instruments, gauges and other recording equipment to monitor emissions. |
Writing skills to: | communicate workplace information, legibly and using correct technical vocabulary access, navigate and enter computer-based information. |
Oral communication skills to: | discuss and clarify organisational requirements with a supervisor. |
Reading skills to: | read and interpret documentation including standard operating procedures (SOP), manuals, checklists and drawings. |
