Application
This competency normally applies to the individual who is required to operate a small quantity facility. The unit requires the individual to conform to the facility licence, calculate net explosive quantity, apply compatibility constraints, ensure package sealing requirements are applied and maintain a range of documentation.
Prerequisites
Not applicable.
Elements and Performance Criteria
ELEMENT | PERFORMANCE CRITERIA |
1. Confirm requirements of a small quantity facility | 1.1 Small quantity facility requirements are identified from work requests/instructions and confirmed with relevant personnel 1.2 Occupational health and safety (OH&S) requirements, including those contained in organisational procedures, are applied throughout the operation 1.3 Explosive limit licences are identified and displayed in accordance with organisational procedures 1.4 Storage plans are identified and displayed in accordance with organisational procedures |
2. Operate the facility | 2.1 Net explosive quantities and compatibility are identified, calculated, confirmed and applied throughout the operation 2.2 Storage plan is interpreted and applied throughout the operation 2.3 Ammunition/explosive ordnance or explosive components to be stored are packaged, sealed and marked in accordance with statutory and organisational procedures 2.4 Relevant calculations are carried out and recorded 2.5 Items held in a small quantity facility are issued and receipted in accordance with organisational procedures 2.6 Fire symbols, including supplementary fire symbols, are displayed in accordance with organisational procedures 2.7 Emergency and contingency procedures are applied in accordance with organisational policy |
3. Maintain facility operating requirements | 3.1 Equipment and tools are maintained in accordance with organisational policy and procedures 3.2 Housekeeping procedures are conducted in accordance with facility requirements 3.3 Documentation and records are maintained in accordance with statutory and organisational requirements |
Required Skills
This describes the essential skills and knowledge and their level, required for this unit. |
Required Skills |
apply compatibility constraints apply operational safety apply relevant OH&S requirements apply sealing procedures calculate and maintain net explosive quantity maintain documentation read, access, interpret and apply explosive limit licences read, access, interpret and apply storage plans |
Required Knowledge |
compatibility constraints documentation requirements net explosive quantity calculations operational safety relevant OH&S requirements work condition class |
Evidence Required
The evidence guide provides advice on assessment and must be read in conjunction with the Performance Criteria, Required Skills and Knowledge, the Range Statement and the Assessment Guidelines for this Training Package.
Critical aspects for assessment and evidence required to demonstrate competency in this unit | Assessment must confirm the ability to: adhere to relevant OH&S requirements and operational safety procedures identify and apply explosive limit licences, issue and receipt procedures and storage plans maintain documentation. Consistency in performance Competency should be demonstrated over time and in a range of actual or simulated explosive ordnance contexts. |
Context of and specific resources for assessment | Context of assessment Competency should be assessed in the workplace or under conditions which accurately simulate a realistic workplace in accordance with all relevant legislation and organisational requirements. Evidence should be gathered through observation of the practical component and targeted questioning to assess required knowledge. Specific resources for assessment Access is required to: facilities and resources used in the packaging, storage, distribution and maintenance of explosive ordnance, including a licensed explosive site. |
Method of assessment | In a public safety environment assessment is usually conducted via direct observation in a training environment or in the workplace via subject matter supervision and/or mentoring, which is typically recorded in a competency workbook. Assessment is completed using appropriately qualified assessors who select the most appropriate method of assessment. Assessment may occur in an operational environment or in an industry-approved simulated work environment. Forms of assessment that are typically used include: direct observation interviewing the candidate journals and workplace documentation third party reports from supervisors written or oral questions. |
Range Statement
The Range Statement relates to the Unit of Competency as a whole. It allows for different work environments and situations that may affect performance. Bold italicised wording in the Performance Criteria is detailed below.
Small quantity facilities are defined as | Buildings, rooms, or special containers holding limited quantities of explosive ordnance of less than 50 kg net explosives quantity |
Organisation may include | Defence organisation Enterprises that work with explosive ordnance Other government departments or instrumentalities that work with explosive ordnance |
Explosive limit licence is defined as | Document that provides the permitted net explosive quantities allowed in a building or site |
Storage plans may include | Organisational documentation authorising the use and explosive content of an explosives facility Explosive content boards Other organisational storage plans And may be electronic or paper-based |
Net explosive quantity | Is defined as quantity of explosive substance in explosive items, facility and/or mode of transport Does not include such substances as white phosphorus, war gases or smoke and incendiary compositions unless these substances contribute significantly to the dominant hazard of the hazard division concerned In imperial terms of measurement, equates to net explosive weight |
Compatibility is | Where explosive ordnance and explosives may be stored and transported together without significantly increasing either the probability of an accident or, for a given quantity, the magnitude of the effect of such an accident |
Calculations may include | Compatibility Net explosive quantities |
Documentation and records may include | Receipt and issue records Storage plans Timesheets Work records |
