This unit involves the skills and knowledge required to apply and monitor Australian biosecurity regulatory requirements and workplace policies and procedures. It includes identifying and applying biosecurity requirements and workplace procedures when monitoring biosecurity compliance. It also includes reporting biosecurity concerns and incidents in accordance with regulatory requirements and workplace procedures. Job roles and titles vary across different sectors. Possible job titles relevant to this unit include: cartage operations customs brokers customs operations freight forwarder import and export coordinator. Work is performed under minimum supervision, generally within a team environment. No licensing, legislative or certification requirements apply to this unit at the time of publication. |

Evidence of Performance
Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include: applying import and export biosecurity regulatory requirements and workplace procedures identifying biosecurity threats, assessing risks and undertaking appropriate risk control measures in accordance with workplace procedures monitoring the biosecurity safety and security of transport activities reporting biosecurity concerns and incidents in accordance with workplace procedures and regulatory requirements. |
Evidence of Knowledge
Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of: approved arrangements including business or entity activities biosecurity delegated legislation and regulations to manage: biosecurity legislations and regulations export control legislation and regulations imported food legislation and regulations biosecurity import conditions system (BICON) biosecurity risk including biosecurity threats and measures first points of entry and biosecurity entry point including designated landing places or ports that ensure overseas conveyances and goods must arrive at a biosecurity entry point that has the appropriate facilities to effectively manage biosecurity risk imported food inspection scheme (IFIS) off shore biosecurity treatment measures on shore biosecurity treatment measures persons in charge of a conveyance that are subject to biosecurity control including the person in charge or command of the conveyance persons in charge of the goods that are subject to biosecurity control including: the owner of the goods the person who is in possession or control of the goods relevant biosecurity workplace documentation relevant workplace biosecurity policies and procedures reporting biosecurity incidents including requirements for persons in charge of goods that are subject to biosecurity control in accordance with biosecurity legislation risk of non-compliance penalties within Australian biosecurity regulatory requirements seasonal biosecurity threats. |
Assessment Conditions
Assessors must hold credentials specified within the Standards for Registered Training Organisations current at the time of assessment. Assessment must satisfy the Principles of Assessment and Rules of Evidence and all regulatory requirements included within the Standards for Registered Training Organisations current at the time of assessment. Assessment must occur in workplace operational situations where it is appropriate to do so; where this is not appropriate, assessment must occur in simulated workplace operational situations that replicate workplace conditions. Assessment processes and techniques must be appropriate to the language, literacy and numeracy requirements of the work being performed and the needs of the candidate. Resources for assessment must include: a range of relevant exercises, case studies and/or simulations relevant and appropriate materials, tools, equipment and personal protective equipment (PPE) currently used in industry applicable documentation including legislation, regulations, codes of practice and workplace procedures. |
